for local emergency crews to get to them. so they had to mobilize national guard units to get those people out of their homes. things got so dangerous they had to pull the personnel back. so there were a couple hundred people still in their homes on the bay side of the city. the governor said it's a situation they will have to monitor and first thing in the morning at first light respond to and try to get those people out. not far from here just a couple blocks, one of the city's last resort shelters a guard unit went in there and pulled those people out and took them to atlantic city high school. so the shelters that were kept if place drawing criticism. chris christie's statement was there shouldn't have been shelters open here on the island. the winds are still coming ashore here. and we really won't know what kind of damage has taken place inside the city proper. i'm chris kato reporting for wcau. >> what he was explaining was cutting out of some of the time because we have a live shot in the middle of the storm about the controversy over those shelters. the the contrast is between the

along the shore. and this is really what local officials are worried about. the high tide and the combination of this long duration of the storm that they are expecting. they are expecting about 36 hours for hurricane sandy to really come through this area and just to show you over here as well, they have evacuated this entire area of downtown ocean city. and that evacuation deadline is fast approaching. we have seen people flee town all day long. and they have opened up local shelters in this county where we are hearing about 40 people resorted to shelters already. clearly, they have been preparing for this and also have learned from last year's hurricane irene. here's the local mayor. all right, well, we talked to the local mayor earlier and they are prepared under 24-hour operations here trying to keep the lines of communication open with residents here who chose not to evacuate as well as keeping up-to-date with everything going on in terms of emergency responses and any type of damage that may come because of hurricane sandy, don and chad. >> sandy, standby. we have c

resolving local issues with respect to land. the way to do it is to work with local leaders to resolve those issues. the congressman's approach was to write to the president of the united states and ask him to create a national monument here in dona ana county without resolving any of local issues that are still obviously there. i do not think washington should have an overriding local control and resolution here. those kinds of extreme single faction approaches do not work in the long term to resolve land disputes. >> i was writing to the president at the behest of the whole coalition of local leaders. from the mayor to the chamber to many of local sportsmen's clubs, one of the broadest bipartisan groups of supporters i've ever seen. i think we should listen to them. there is an overwhelming support for a new national monument. i am very happy to join with the local support and help make that happen. >> by denying the controversy exists does not make it go away. these 30 cattle growers on the western side of this county, the county commission voted against having a national monument up nex
